ASX Information Services is pleased to announce that it will be expanding use of its ASX Data Reporting Module (DRM) to firms currently reporting non-display use indirectly via their data vendors. The effective date for this change is 1 January 2021 and specifically impacts firms who use ASX or ASX 24 real time data in a non-display manner and who currently report this use to their data vendors.
What is the ASX Data Reporting Module (DRM)?
The ASX introduced the Data Reporting Module (DRM) to customers more than 12 months ago and is now supporting online reporting for over 200 customers. Powered by DataBP, DRM is a purpose built, cloud based market data platform that standardises and simplifies the process for market data usage reporting through a web-based interface. DRM has delivered efficiencies to customers by minimising administrative burden, reducing errors and is also tailored for a remote working environment.
Non-Display Use
From the 1st of January 2021, firms that source ASX and ASX 24 data from data vendor feeds to ingest into their non-display applications, will be required to contract with ASX for this use and report it directly to the ASX. The frequency of this reporting will be quarterly and the first report for Q1 2021 will need to be submitted to ASX in April 2021.
Display Use
Reporting for any internal display use of ASX and ASX 24 data on data vendor display services or in-house display services powered by data vendor feeds, will not change and firms will need to continue to report and remit this display use to their data vendors.
The process for new firms reporting non-display use to ASX
ASX has introduced the following three step process for new firms that will be required to report their non-display use to ASX from 1 January 2021.
These steps are explained further below.
1. ASX contract execution.
Firms will be required to execute a MarketSource Agreement with ASX to formalise this direct reporting and direct remittance arrangement. This will be a one-time exercise and will be managed inside the ASX DRM online portal the first time a firm logs into the portal. As part of this step, ASX will require firms to verify their legal company details such as legal name, trading name and address, which will be pre-populated in the online form. Contract execution will be handled electronically via DocuSign as part of this step.
2. Completion of non-display application details.
Firms will be asked to complete details of all their ASX and ASX 24 non-display applications such as application name and application type. This will also be a one-time exercise which will set up the firm’s applications in the portal for access to them later as part of step three below when they will be required to report on the quantity of each application they have in place, to the ASX.
3. Reporting of quarterly non-display use from 1 January 2021 (first quarterly report due April 2021).
Firms will be provided with further information in due course about how to log into the ASX DRM portal to access and use the reporting module for their quarterly reporting purposes.
The ASX will shortly be reaching out to firms receiving ASX or ASX 24 data via vendor data-feeds, to explain the reporting requirement and provide further details about the reporting process.
